As of 2019, CMS reduced the Quality denominator by 10, and the measure will receive 0 points for teams that submit 5 or fewer quality measures and don't meet the sampling requirements.

Follow these steps to determine the number of encounters you would like to submit or meet a measure’s data completeness criteria:

• Choose measures applicable to the practice.

• Determine the eligible populations, per measure specifications, like demographics and codes.

• Verify reporting frequency, per measure specifications, and multiply it by the determined population (this is your eligible instance).

• Divide your eligible instances by hour to find out your minimum variety of submissions to fulfill data completeness.
